Voting Activity (both Vote History and Early Vote data) is included in the enriched dataset from Atlas by Murmuration. This article provides an overview of how vote data is displayed in Organizer by Murmuration.
Early Vote Activity
Early voting occurs when a voter casts a ballot prior to the election date. In the weeks leading up to a given election, Organizer is updated daily with information about voters who have already cast their ballots early, whether in-person or absentee, and with information about the status of absentee ballots.
After an election, election officials in the state review and confirm the votes that have been cast for completeness and accuracy in order to certify the election results. Until the official certification, ballots that have been cast, even if accepted and counted in preliminary results, are considered uncertified. Many states have nuances around early voting options, absentee ballot tracking, how they report uncertified vote data (including statuses and availability), and more. Please review the relevant state websites from each state’s Secretary of State to learn more.
Find Early Vote in Communities
Early Vote can be filtered on in Community Builder in Vote Activity.
- For early and absentee voting, Ballot Status reflects whether a ballot has been: Requested, Sent to Voter, Ballot Cast, or Rejected. Certified Vote is also an option in this field, but we wouldn’t see this status for a ballot until after the election has been certified.
- Voted Method will show how the voter cast their ballot: Early In Person, Absentee or Mail, Election Day-In Person, or Method Not Reported.
- Special Ballot type will be blank unless the ballot is Provisional, Absentee Military, or Absentee Federal.
- Voting Activity in Community Builder allows you to filter on the above for a specific election, or for elections of a certain Election Type, Election State, or Election Year. See the specific definitions for these options and others in the Data Dictionary.
Common Scenarios for Filtering on Early Voting Data
- Voters who haven’t cast their ballot yet
- Exclude voters who have already cast their ballots by going to the Exclude section of Community Builder, narrowing to the election(s) or region/year you are looking for, and selecting Ballot Status is Ballot Cast.
- Exclude voters who have already cast their ballots by going to the Exclude section of Community Builder, narrowing to the election(s) or region/year you are looking for, and selecting Ballot Status is Ballot Cast.
- Ballot Chase: Voters whose absentee/mail ballots have been issued to them, but who haven’t returned their ballots yet.
- Use Ballot Status is Sent to Voter in combination with filters to narrow to the specific election or geographic region and election type you are looking for, and model scores or other characteristics that may help target your voters.
- Use Ballot Status is Sent to Voter in combination with filters to narrow to the specific election or geographic region and election type you are looking for, and model scores or other characteristics that may help target your voters.
- Early Voters: Voters who have cast their ballots early, whether in-person or absentee.
- Filter on Voted Method is Early In Person or Absentee or Mail to identify both types of early voters.
- In the days and weeks before an election, using Ballot Status is Ballot Cast for the specific election is also sufficient to identify all early voters so far, since election day has not yet arrived.

- Ballot Curing: Voters whose ballots have been rejected, but who haven’t corrected and re-submitted them yet.

Find Early Vote on a Single Profile
Early Vote information is shown on an individual’s profile page in the Civic section underneath the registration information for the voter. The most recent election data is presented first with information about the election. For early vote, Ballot Status reflects whether the ballot has been Requested, Sent to Voter, Ballot Cast, or Rejected. The column Ballot Status Last Updated includes the date when the Ballot Status was last updated. Special Ballot type will be blank unless the ballot is Provisional, Absentee Military, Absentee Federal.

Certified Vote History
After election day, state election officials compile results for their geographic region including results and the type of ballot cast. These results are reviewed and approved through the state’s process and eventually are “certified” as a complete and accurate reporting of the vote totals and results. Information about voter behavior such as requesting a ballot or voting early in person is sent monthly to Organizer following the election.
Until the official certification, ballots that are cast, even if accepted and counted in preliminary results, are considered un-certified. Many states have nuances around early voting options, how they report uncertified vote data including statuses and availability. Please review the relevant state websites from each state’s Secretary of State and the National Conference of State Legislators’ information on election certification deadlines.
Find Vote History in Communities
In order to filter for certified votes in Communities, you’ll filter for Ballot Status is Certified Vote. Add additional criteria for the geographic region and specific election you are looking for. Note that if you apply these filters before certified vote data is added into Organizer, you may not find any profiles with Ballot Status is Certified Vote.
